The towers were the result of a mid-1990s international design competition initiated by His Highness Sheikh Mohammed bin Rashid Al Maktoum. The winning design, by Hong Kong-born architect Hazel Wong, features two towers – a 350‑metre office tower and a 305‑metre hotel tower – joined by a landscaped terraced podium known as The Boulevard.
